A Modest Proposal – An "Independent" Congressional Re-districting Map

This Congressional Redistricting map, put together by a friend of mine, keeps Lafourche and Terrebonne together.  Keeps Acadia and Jeff Davis intact and in the Acadiana district.  Keeps two vertical North LA districts.

This map makes too much sense to ever happen, plus Rep. Charles Boustany’s concern of a challenge from Rep. Jeff Landry will not allow him to relinquish any part of Calcasieu. In fact, truth be told, we already saw early on he would rather cast aside real parts of Acadiana (Acadia Parish) and send us up to Shreveport as long as he can keep all of Calcasieu.  Now, probably after some local pressure, he seems to have flip flopped on Acadia and Jeff Davis, but still is keeping the line in the sand for Calcasieu to remain in his district.  http://www.theind.com/lead-news/8024-boustanys-big-week-

From my friend’s proposal:

We have considered the “will of the people” as reported by the media in public/committee hearings, and as such, we have a Congressional reapportionment plan that attempts to please as many of the critics as possible. Specifically, we have heard the following feedback:
(1) Keep Lafourche/Terrebonne Parishes together;
(2) Two North Louisiana districts;
(3) Not splitting Acadia and Jeff Davis Parishes apart from Acadiana;
(4) Preserving a New Orleans based House seat;
(5) Adhering to current district lines as much as possible;
(6) “Compactness” – this is a relative term, since the population in Louisiana is not evenly distributed. Nevertheless, we wish to keep districts as compact as possible;
(7) Creating a “fair fight” between two Congressmen (so far, those two are Charles Boustany and Jeff Landry) who will have to run against each other;
Given the above, we have made an attempt to draw 6 Congressional districts which we like to think can satisfy 51% of the critics. Each district varies no more than 0.03% from the population of the “ideal district.”

I would encourage everyone to take a look at the map put together by State Rep. Dee Richard.  Of all the Congressional re-districting proposals that have been filed in the State Legislature, his definitely makes the most sense.

    Rep. Dee Richard’s Congressional Redistricting plan (HB39) was drafted based only on population and not politics or incumbent protection. Take a look at it and compare it to the other proposals that have been put forth. Using objective reasoning, can you find a plan that makes more sense geographically? I know politics plays a tremendous role in redistriciting. I hope partisan politics can be put aside and a plan such as Richard’s will be passed for the benefit of the people of Louisiana and not incumbent politicians.

    Rep. Richard’s plan passed out of the House Committee and received 47 votes on the House floor, all with the Governor threatening to veto anything that did not include two north/south districts.
